Should kids that young be allowed to use submission holds? Their bones and joints are still in the early development stages. I think there's a good reason why submissions are forbidden in kids' Judo but allowed in the adults' division...

I think different clubs have different rules for kids concerning submissions. In rules of conduct for a few of the major competitions they state that a ref will stop the match if they believe there is any danger stemming from the submission position.

I am just not sure if they are referring to kids that young (as in the picture)! I found it a little disturbing (or a general feeling of unease) seeing kids of about 6 or 7 attempting submissions that can cause injury to not yet fully developed muscle/bones etc.

I understand there are different perspectives on this issue, but for kids that young, I think it would be better to focus on take downs and position. Kids can grapple to get to advantageous positions that will set them up for submissions later on down the track. Can you imagine what they would be like in 10 years time?! They would be a nightmare on the mat!!!

Kids are extremely bendy so I imagine it would take a significant amount of tork to get the tap. Since it's all supervised, I would think things would be handled with the adequate restriction and safety in mind.
